Because in India, getting sick while broke is its own death sentence.

ORIGIN LORE
The Health Sena began in a PHC (Primary Health Centre) that had been listed as 'operational' in government records for three years despite having no doctor, no medicine, and a broken roof. A local ASHA worker filed the first complaint. A public health researcher filed the RTI. A lawyer filed the petition. The PHC is still broken — but now it is officially documented as broken, which is step one.
